Note that the "current" system appears to be fairly new - at least in some
parts of the word.

When I last renewed my Australian passport 5 years ago it was all done via
Fedex - I sent my passport to the local consulate (San Francisco) who sent
it on to Washington, who then sent the new passport back to me.  No
in-person visit was required, and my identity was confirmed by sending in
my old passport (which was no expired, but was full)

However based on your email I've just checked, and it seems that the
process changed last June and it now has to be done in person. (Which is
annoying, as my passport is full again...)

I wonder if they are planning to go back to the "by mail" process, at least
for renewals if they are dropping Australia Post.
