You're right, which is why it will probably never get out of committee.
According to the news articles I've read about this, a lot of Senator
Hollings' fellow Republicans aren't too happy with this bill either.  What a
lot of people don't understand is that bad legislation like this gets
submitted all the time and never goes anywhere.  This case is different only
in the amount of publicity its generated.  Which is a good thing, since if
enough people write their representatives, it won't go any farther than it
has, i.e., the first step in the process.
