Well, now the significance of lacking broadcast support really depends
on what else you got going on in that subnet.

If the samba server is the only smb/cifs/whatever server in the subnet,
you don't need broadcast. As long as the interface is specified in
smb.conf, even if it does not support broadcast, he should be good to
go. I show up in network neighborhood using a ctc. Never had any
problems except that one time when the nt wins server broke and gave me
grief for a week. The samba server acts as the local master browser for
the subnet, and broadcast is irrelevant since the samba server is alone
in the subnet. As the local master of its subnet, it will sync to the
wins server specified by the wins server = parameter, not broadcast.

Assuming wins is configured correctly, the remote announce should not
buy you anything if the workgroup name is the same and everybody is
using the same wins server, or even if different wins servers are being
used as long as they are kept in sync with each other.

If you have other samba servers in the subnet, though, ignore what I
said. You'll want broadcast to get one samba server acting as the local
master (for that subnet), to do all the reporting for that subnet to the
wins server.
