Minor correction: the command is SHUTDOWN, rather than RUNLEVEL
SHUTDOWN, and to allow users other than OPERATOR and MAINT to perform
SHUTDOWN you will need to modify SYSVINIT RTABLE...but it's really
easy to do so.
