There are several "moderated" sites that do just that.

The Oracle forums, for example.
And the Jeep forums.
However, to see your "status", you have to use a web browser (which is also 
used to search previous posts).

But with the VM, VSE and Linux forums, the vast majority of us could be 
classified as experts (number of posts minus  minus the "complaint factor", 
seems to be how ratings are defined...not the quality of the response).
