It's possible to contract out the mainframe systems programmer piece, but I 
wouldn't recommend that for a long-term solution.  Eventually you're going to 
need someone in-house that is very familiar with the mainframe.  Using that 
contractor to mentor/educate someone internally to take over that job is 
feasible.
