Yes, that's what I'm saying. 

CP won't fence an upgrade from a virtual machine.  If it doesn't use new 
facilities, no problem.  If it does, cool.  But in a downgrade scenario, you 
could lose instructions and die a horrible death, so it takes a virtual system 
reset to get CP to turn off the fence and let the downgrade through.
