You can find some of that in /sys/hypervisor/s390. (No LPAR weights.) See the Device Driver book for more information.
Keep in mind that it's not a performance management interface; it's just access to raw data. So if you want to compute the mean, for example, you'll need a script to do it. For information that Linux itself doesn't supply, you can likely use the Python library for the HMC APIs to get it.
