If the police were required to "Protect the Public", then we would

B) would be authorized to PREVENT someone from committing a crime.

before the person commits a crime. I can raise a fist
to someone, and the police just have to stand there...they
can't arrest me until I actually strike the person.
What kind of "protection" is it when the "protector" can't do anything
until the victim has been harmed?
PROTECTION means PREVENTING someone from getting harmed.
This is why the US Supreme Court SPECIFICALLY said that the police
are NOT in the business of "protecting the public"
If you want to be "protected", hire a body guard, or get yourself a concealed
weapons permit...or do both.
