Just an observation: of course. Until the modems have negotiated the
connection and settled the connection's rate they are not in fact
connected. They may decide to give up, though with fallback that's
unlikely unless you have set options to insist on a particular/minimum
line speed and that speed cannot be achieved.

Set the initial impulse for 15 seconds less than the billed impulse.
Actually, I would think you should set the initial impulse rather more
short of the actual billing interval than that in order to insure that the
disconnection actually completes before the billing computer decides that
you've made it into the next impulse even if there were no connection
setup overhead. And to allow for the occasional longer than usual
negotiation.
Caveat: my experience with impulse management is negligible, since I'm
fortunate enough to have a flat-rate connection.
