I have been chasing this problem for several weeks now. It is a feature
of pppd that commandline arguments are over-ridden (?) by options.ttyXx
files. If pppd at the other end has these files and they contain IP
addresses you're stuck with that address.
I found the solution off somewhere in a pppd HOWTO, mini-HOWTO, or FAQ.
And since I'm the ISP (or at least sysadmin) I can use it. You may not be
able to unless you can talk you ISP into supporting it. (Btw, we use
plain of UNIX logins, no pap or chap stuff.) PAP and CHAP are probably
handled other ways.
If you're interested in the method let me or the list know and I'll post
it. Time's tight right now so I might not get to it right away. Try a
web search for ppp and dynamic_ip.
