As far as I can see it doesn't. Diald uses localtime() to get
the local time and always has done (at least as far back as 0.16.4
did anyway). However I note that the libc code has moved local
time definition from /usr/lib/zoneinfo/localtime to
/usr/share/zoneinfo/localtime to /etc/localtime over the years
so I would speculate that your binary may be looking in the
wrong place.
