Ok,either download the source plus patch (I think current version is 0.16.5a)or
(simpler if you use RedHat) download the RPMs. I got my RPM from sunsite, but i
think you can get it from contrib.redhat.com (if you can get through)
there were 2 RPMs, I think the names are:
diald-0.16.5a.rpm 
and 
diald-config-0.16.5a.rpm

Once you install them, there will be a new service called "diald" in rc.d
directory structure. Just activate it with "setup" program (the section that
turns deamons on and off.)
You will also need config file /etc/diald.conf. Samples of this file can be
found in /etc/diald/. The "CONNECT" command in it will normally run the chat
script. Default RH config utilities place chat script in
/etc/sysconfig/network-scripts/

In new installs I usually get ppp working first, then install diald.

Oh, yeah, be carefull with routing. Setting this wrong will cause diald to
behave wierdly or, most likely, simply not work.

Generally I would guess it would depend on the modem and it's settings. But I
would guess that even if modem drops the line because of call waiting, diald
will try calling again.
