I think it's often ATS0=n where n is the number of rings.  Check
your modem documentation. 

BUT if you get mgetty, you DON'T set the modem to autoanswer mode! 
Get mgetty.  Then you don't have to worry about diald-login or all
the complex setup you outlined.  mgetty just works.
