This is an old, and I think, twice solved problem. grep around
freshmeat.net and the mgetty website. I have seen several reports of
programs that do just this sort of thing.
It would be fairly straightforward to implement using mgetty+vgetty.
One suggestion though, instead of pinging an outside IP,
echo force >> /etc/diald/diald.ctl
or run dialmon or connect to diald's control port and send commands...
