If the NETBIOS Name differs from the System Name (ie. HOSTS File
or DNS Name), then you must make an entry in LMHOSTS.

You can think of the Host Type Files like this:
    1.  The HOSTS File is used in conjunction with, or in place of, DNS,
          for System Name -to- IP Address Resolution.
    2.  The LMHOSTS File  is used in conjunction with, or in place of WINS,
          for NETBIOS Name -to- IP Address Resolution.

If the NETBIOS Name is the same as the System Name, then you don't
need the LMHOSTS Entry, because the Address will be eventually
determined.  However, I would go ahead and make entries in the LMHOSTS
File because without the entries there are processing costs, and possible
network traffic, associated with the additional overhead of the System
having
to go through the various Name Search Mechanisms.

As to the Broadcasts, with ALL Files configured corrrectly, you will still
have Broadcasts related to the Microsoft Networking Browser Synchronization
and Updating.  This traffic is minimal, occurring at System Boots, Share
Updates,
and on a time interval basis for accounting for System Dropouts.

You will still need the DIALD Filters....
