It's getting a little dated but have you read
http://www.linuxgazette.com/issue26/kunz.html  ?  It may help you debug your
setup.  I run DNS on my diald host and all the clients point to it.  The diald
host is a forwarder to my ISP's name server.  The diald host is the gateway for
the local network but the gateway field on the diald host is blank.  If ping is
working from your windows box, it sounds like your problem may not be with
domain name resolution.
Perhaps some more clarification.  When you say that starting the chat script
manually works fine, do you mean that you are able to browse with IE when you
dial manually?  What linux/diald versions are you using?
