Since LC_ALL is not defined by default:

You need to either use export or put it on the same line as the program you're
executing. Like:

#!/bin/bash
LC_ALL=he_IL.UTF-8 $HOME/cxoffice/bin/winword
}}}}}
or:
{{{{{
#!/bin/bash
export LC_ALL=he_IL.UTF-8
$HOME/cxoffice/bin/winword
}}}}}
Please include delimiters to your examples (like {{{{...}}}} or <<<...>>>).
