It's generally only through such "special" utilities that you can 
actually wipe your disk clean.

I don't think any sane OS will try to clear out every byte of data from 
a hard disk partition. It simply isn't necessary. Imagine the time it
would take if you were to try "clean" formatting a 8GB partition! 

AFAIK, this type of clean formatting is done only while formatting 
floppies.
