Hi Yashpal,

As far as my knowledge goes your ISP , HAthway in this case seems to have blocked 
access to port 21,20 & 80 through his firewall / router .

The same is blocking access to your system when accessing it from the other side of 
the router (the rest of the world )  though your system is not blocking access to the 
ports . Try accessing your IP+ port from some other system from within your ISP's 
network to confirm the port blocking .

Anyways thats all I can think is happening.
