You were absolutely right. I found the culprit as a stale pid
/var/run/pppd.tdb.
Deleting this file brought up my modem right away. Got the location
while looking through /usr/share/doc/ppp-X.X.X/scripts/ppp-off.

Now, coming back to the original problem, how do I disconnect from the
internet after I have 
logged in through wvdial ?
