I'm using RH 7.2 with e2fsprogs-1.23-2 and it supports ext3. So I don't see 
why you should be searching for 1.25......

Not necessary. Your default RH version of e2fsprogs should support ext3. 
When you compile your kernel, enable ext3 support and you should have no 
problems.

If you do want to convert it to an ext2 filesystem, it's easy. Just edit 
/etc/fstab and change "ext3" to "ext2" in the line which talks about your 
ext3 filesystem. No need to format the filesystem.
