after your mail had worked on it (and messed it up that i was not able
to change my very own wallpaper :-| ) and looked around for gconf stuff.
what yu need is very easily achievable.

1st take a backup of your settings (i'd prefer all your .* files in your
home folder). then go to the following link

yu'll as root need to execute the two commands under "To Set Desktop
Preferences", and specify your default background there.

logoff and relogin. then whenever you try to change your background,
it'll give you the following error

The application "gnome-background-properties" attempted to change an
aspect of your configuration that your system administrator or operating
system vendor does not allow you to change. Some of the settings you
have selected may not take effect, or may not be restored next time you
use the application.
----

this way the guest user will not be able to change the background. chown
root.root .gnome-desktop, and then the guest user will not be able to
delete icons from your desktop. also checkout
/etc/gconf/schemas/desktop_gnome_background.schemas to set other default
settings including a default wallpaper.
