Both of these are C++. From what I hear, QT is a more mature library,
while GTK+ has the advantage of being Free as in speech on Windows as
well. There is also the wxWidgets toolkit, as well as the Mozilla
toolkit to consider.

There are also alternative languages like TCl/Tk, and bindings to other
languages for the QT and GTK+ libraries (including Perl, Python, Ruby,
PHP, etc, for various combinations of those toolkits).
