Check out the Linux IR HOWTO at http://www.snafu.de/~weeh/IR-HOWTO.html  Many things 
have changed and are changing, apparently, but this still applies:

mknod /dev/irnine c 60 64

You might have to be root to do this.  This creates a character special file for the 
IrDA stack to use.  Do 'man mknod' or 'info mknod' to learn more.
