Data fax calls are indeed handled by the GSM network differently.
Your phone requests a Data channel and it gets routed to a room at
your telco where there are a large number of modems. Your data travels
digitally to the telco, where it is fed to one of these modems or into
ISDN or whatever. Fax works similarly you have to tell you telco via the
phone what sort of call you are trying to make and they route accordingly.
Incoming calls are harded the usual solution is give you more numbers so
that the telco can determine which sort of call you are receiving.
