Try to synchronize the way samba and 95/NT are doing their authentication.

You could turn off the password encryption feature on both platforms ...

Under linux set the value "encrypt passwords = no" in /etc/smb.conf.
Under 95/NT apply the corresponding registry patch that should be found in
your samba documentation directory ...

(95:    "Win95_PlainPassword.reg",    NT:   "NT4_PlainPassword.reg")

... which will turn the 95/NT-password encryption off.

If you prefer using encrypted passwords - you won't be able to access the
samba server from win 3.x, afaik.
