Does your hub support full-duplex? Not very many hubs support full-duplex.
Most switches do though. I have encoutered trouble simliar to what you are
discribing, but when I set the card to half_duplex the speed became normal
again. I have an intel etherexpress 100B though. I believe setting
full_duplex=0 will help.
