a hub could only be FD if it had 0, 1 or 2 ports in use.  the first two
are sort of uninteresting, and I seriously doubt that any hub bothers
to recognize the case where it's got 2 ports in use.  with more than 2,
all hubs are, by definition, HD.  if they weren't, they'd be switches.
