Note that ^TO is a macro, and is replaced by:
(^((Original-)?(Resent-)?(To|Cc|Bcc)|(X-Envelope|Apparently(-Resent)?)-To):(.*[^a-
zA-Z])?)
Which should take care of most stuff. Look in procmailrc(5) under
miscellaneous.
