First, make sure the phone line is in the right port 8-) ! (OK, if the modem
answers the phone, it's correct. But that was MY problem...)
   I'd check /usr/local/etc/mgetty+sendfax/mgetty.conf. Also, on
a Redhat machine, the conf files are in /etc/mgetty+sendfax/
   Do you have access to the Linux box when you dial in? If so, as soon as the
modem answers, do a ps -ax and see if there's a login process happening on
ttyS1.
   You might also want to specify the speed for computer<->modem
communications ( -s 57600 ).
   Mine worked without anything in login.conf - maybe you should try removing
it altogether, and let mgetty use defaults.
