The same effect i experienced some weeks ago.
 
At least 2.1.122 kernel does NOT refuse to enter the same route twice
(or more).
Other UNIXEes, e.g. NetBSD odr DigitalUNIX or 2.0.35 Linux DO refuse to
add 
duplicate routes. I reported this unusual behaviour to this forum as
well as
to Alexej Kusnezov directly. The answer was, that it's a feature, not a
bug.

IMHO i still consider it a bug because when using older net-admin
programs
you can easily trash the kernels' routing table.
