A second issue along these same lines is that doing an ifconfig eth0:1 seems 
to turn down all of the existing aliases instead of just 1.

So when I have 3 aliases 1,2, and 3; turning down 1 turns down 2 and 3 as well.
Turning down just 2 or 3 seems to work fine.  Only 1 is a problem.

This happens even when af_packet and appletalk are not on.  This appears to 
be a different bug possibly in ifconfig?

Any ideas?
