Kind of - You may want to investigate using Alexey's IPROUTE2 package to
do aliases. It treats all addressing as additions and subtractions to the
device and allows for changing the outgoing source address etc. I had
these problems (still do) with ifconfig and have been using iproute
instead and I can add and delete addresses. 

EX: ip addr add 192.168.1.1/24 dev eth0 
    ip addr add 172.16.1.1/24  dev eth0 

gives me two addresses on eth0 (no need to know about eth0:1 etc) and
these can be manipulated at will.
