If you have installed wu-ftpd on your RedHat system, you can look at the
man/info pages ('man ftpd') and the README in /usr/doc/wu-ftpd*/.  The man
page discusses directory permissions for anonymous ftp.  The README
contains additional references for setting up a server. 

Nothing special about using a web browser with an anonymous ftp site. 
Just specify ftp://ftp.mydomain.org/ for the browser URL.  Or did I
misunderstand the question?
