For some reason your Win95 box IP-address isn't listed as one
which would be allowed to use your server for all outbound email.

Which IP ? Your server, your Win95, your local LAN, etc. ?

These days email servers are distributed per default in no-relay mode.
(if they weren't, freshly installed boxes would immediately be abused.)
