I couldn't get what you are saying. I commented the following and it worked.
#<Files ~>
#       AllowOverride AuthConfig FileInfo Indexes Limit Options
#    Order allow,deny
#    Deny from all
#</Files>

Just Check whether Index and files browsing order is Allowed in httpd.conf file.
