Now Red Hat uses xinetd in place of inetd,that manages different files.
Since I've not yet studied the main changes,give a look with man xinetd.

This doesn't seem a user permission but a Netscape/Menu/Applications
config.problem.
Try to cancel your ~/.netscape directory (backup it before!)
and restart netscape as user.
