If it's source, it should have a file INSTALL or README with
instructions. If it's binary, usually those are set up so that
tar -C / -xvzf blah.tar.gz will put everything in the right place, but I
always check with tar -tbzf to see where it intends to go. Or possibly,
there's a syslogd-1.3-31.README where you downloaded it from, that you
should have downloaded as well. :-)
