It's tar that has been patched.  Or at least that's what I had to do to
get bzip functionality from within tar.  The patch is contained within
the bzip-HOWTO, complete with nicely detailed instructions on applying
the patch.  You do, of course, need the source to tar to do this.  The
bzip-HOWTO offers a few alternatives to patching tar (pipes and or
aliases) but the patch to tar I think works the best.
