I'm not certain that I understand your question ... but if I do understand
it, the answer is that you don't. "all root permissions" comes from being
the user with userid 0. Only one such user can exist on a system (userids
must be unique), and that user is (by definition) root -- though the account
can have a different username.
If you mean something different by your question, please describe in a bit
more detail what you want to achieve. Then perhaps I, or someone else on the
list, can help you with what you need.
