If you type 'whereis startx' i am sure your system will tell you just where
startx is, on a slackware system its found in.
 
 /usr/X11R6/bin/

If you mean i have a lock problem, then the lock file is located in the
users .netscape directory.

cd /home/user/.netscape
rm lock

BEFORE starting nescape.
