Without seeming ambiguous i would say a lot, i mean that in a lot of
software,

apache must be installed to have the script to start and stop it, AFAIK.

AFAIK There is "never" the need to reboot to stop any server or daemon,
'killall daemon_name' should be enough.

I you would care to give us more information on HOW you installed, WHAT you
installed, and just WHAT you are doing, then maybe one of the so called
guru's on this list can help you more.

Just because a document says it should be there, DOES NOT mean it IS there,
some distribution's do not install ALL software. Period.
