There may be another more appropriate option, but you can always load pppd
using 'demand' and/or 'persist' modes on both S1 and S2 in correct
sequence, then they can dial out when needed. This only works on the later
versions of pppd. This allows pppd to be up and running on an interface
ahead of time, waiting for the time to dial out later. I don't know yet
whether you can select the interface name (ppp0, ppp1, etc) at will. I have
only seen it use the lowest numbered available interface so you would have
to sequence them properly.
There may not be a need to associate a particular interface name to a serial
line if you configure it carefully. There are options files you can
associate with a particular serial line (i.e. options.S1 ) that lets you
specify the IP address. You may also use the ppp-up and ip-up script files
to do what you want to do. These are scripts that get called when the link
comes up and the interface name and serial line gets passed as an argument,
among other things. There are too many options to explore and I am not an
expert on pppd, but this might get you started.
