The kernel-thread that is created for a single-threaded workqueue is
not bound to any particular CPU:

        kthread.c:kthread()

        ...     
        /* By default we can run anywhere, unlike keventd. */
        set_cpus_allowed(current, CPU_MASK_ALL);
