Because:
1. It only started happening recently - with a kernel change as that is
_all_ that has changed on my system over the last month. So therefore the
kernel is part of the cause, if not the actual problem
but mostly:
2. Because the rc5des client is almost totally CPU/memory bound (it writes
logs to disc occasionally) and is niced as nice as a program gets.
Therefore the kernel should _not_ allow it to slow the system down in the
way that it appears to be doing.
