The Red Hat development distributions do.  Take a look at the public
rawhide tree (rawhide.redhat.com): there are separate kernel binary
packages for SMP and for i686 UP.

I would assume that the other distributions are looking at this too.
However, remember that 2.2 has only been relatively recently released,
and 2.0 SMP really was not up to scratch for inclusion on a standard
distribution.
