I'm going to do some more tests using the other UHCI driver and see what happens. But I've been avoiding that driver on Greg's advice due to problems communicating with my Visor. The "standard" UHCI driver (CONFIG_USB_UHCI) seems to work better. I consistently get fast transfers with that driver in the 2.4.18 and 2.4.16 kernels. So this looks like a problem with UHCI_ALT.
