So it looks like something related to Nick's MAKEDEV table needs
to address that policy aspect too ... "owner" should become the
"console user" in many cases.

Seems to me that's needed for /dev/usb/{dc2xx#,rio,mustek}
and likely for other /dev/usb/* files.  Granting me access
to my own hardware should be the default policy(*), though
exceptions (usblp# I assume) will arise.

It would be a Good Deed if someone who knows PAM would
describe how to fix that.
