Permissions on the directories are 755 (drwxr-xr-x) and on all of the files are 544 (-rw-r--r--).
Well, that's not the problem, then :-(
Is there another conf file that Apache may be looking at, possibly in /etc/httpd/conf.d, that might be messing things up?
